Heather Locklear was pulled over last weekend for suspicion of DUI - it's since been determined that she was not drinking but seemed "disoriented" and believed to be under the influence of some sort of controlled substance. And while it's probably procedure in some cases for officers to have video and/or photos of arrests (with a dash-cam for instance), it's probably not legit for one of the arresting officers to be taking photos with a personal cell phone.
